Professor Kerri A. Froc (University of New Brunswick) will discuss the meaning and legislative history of section 28 of the Charter, which guarantees “rights equally to male and female persons.” She will argue that properly interpreted, section 28 may be applied to invalidate Quebec’s Bill 21 “religious symbols” law despite the National Assembly’s invocation of the section 33 ‘notwithstanding clause.’
